Deputy Chief Operations Officer

Requirements and Responsibilities

Franklin Primary Health Center, Inc. is seeking an experienced and strategic Deputy Chief Operations Officer to assist in leading the organization’s daily operations and long-term growth initiatives. This executive leadership position works closely with the CEO, COO, CFO, and Chief Medical Officer to oversee operational performance, strategic planning, program development, and organizational excellence.

Responsibilities include overseeing the Alabama College of Osteopathic Medicine (ACOM) Program, USA medical student program, and serving as the backup coordinator for the Residency Program. The Deputy COO will support Joint Commission, NCQA, and HRSA Operational Site Visit (OSV) activities; lead strategic initiatives related to Value-Based Care (VBC); oversee Behavioral Health, HIV, and Health Care for the Homeless (HCH) program expansion; assist with workforce development and retention strategies; monitor operational costs; improve patient access and profitability; support grant development; and collaborate with executive leadership to strengthen Franklin’s culture and operational performance. This position also provides direct leadership to multiple department directors and organizational leaders.

Qualified candidates must possess either a Master’s degree in Health Administration, Hospital Administration, Public Health, or a related field with a minimum of three (3) years of progressively responsible healthcare leadership experience, or a Bachelor’s degree in a related field with at least five (5) years of healthcare leadership experience. Candidates should demonstrate strong executive leadership, strategic planning, financial and operational management, supervisory experience, excellent communication skills, and the ability to lead organizational change within a healthcare environment.
